Thematic research is the core engine of healthcare knowledge governance. It targets key issues, conducting systematic literature reviews and evidence integration to transform fragmented research into actionable strategic knowledge. This process not only drives clinical guidance development and precise resource allocation but also guides academic and policy trends, serving as a crucial lever to enhance the overall healthcare system's effectiveness in addressing complex challenges.

Reply from the Health Department in 2014 to our request for legislation was as follow, ‘In Hong Kong, statutory code of ethics of healthcare personnel is premised on the principle of professional development and self-regulation. For healthcare personnel who are not statutorily regulated, the Government encourages the development of a society-based registration system along the principle, so that the acts and activities of these healthcare personnel would subject to regulatory control by their own associations. The associations concerned would promulgate a list of qualified members, and develop quality assurance scheme and devise a disciplinary mechanism to ensure that only those who provide quality and safe services could stay on their lists
